The Shenshan Special Cooperation Zone has unique ecological scenery of mountains , seas and countrysides. With the concept of harmonious coexistence and sustainable development between urban and rural areas, it coincides with the exhibition theme of the 9th Bi ― City Biennale of Urbanism \ Architecture, "Urban Cosmologies". Based on the particularity of the region where this exhibition site is located, the exhibition presents the urban development context of Shenshan Special Cooperation Zone and the future outlook of the world-class autocity around three clues of "City Making", "Car Making" and "Future Making".

The exhibition opens with "clues" that review how automobiles, as a modern product and means of transportation, have dominated the development and evolution of cities for a century, forming a modern city with automobile transportation and road facilities as the main planning layout. However, with the increasing severity of global issues such as climate change and energy crisis, urban development and the automotive industry are facing common challenges, and the corresponding measures have triggered thinking about "City Making" and "Car Making".

"City Making" starts with old photos of Shenzhen "Before the City", and through time travel to reflect the current state of SSCZ, corresponding to the close-up images of other new cities, intended to trigger questions: how should cities be better planned and built at this new historical moment? Starting with the exploration of the " enclave " model, " City Making " records the evolution of SSCZ in the form of a timeline, and then unfolds the ideal blueprint for SSCZ planning system, SSCZ master plan and autocity planning. "Car Making" presents the dialogue between the new industrial landscape and the local new energy vehicle story, thus reflecting the policy base for cultivating the advanced manufacturing industry in Shenzhen, as well as the pragmatic and innovative spirit of local enterprises.

"Future Making" is a discussion on local practice and planning vision, and attempts to outline a more compact, greener and more intelligent future of SSCZ by comparing with other countries' urban cases focusing on the automobile industry.
